The purpose of this chapter is to provide minimum standards to safeguard life and
limb, protect property, and promote public welfare, and to preserve and enhance the
natural environment, including but not limited to water quality, by regulating and
controlling grubbing and grading operations within the County. The public health,
safety and welfare requires that environmental considerations contribute to the determination
of these standards insofar as they relate to protecting against erosion and sediment
production.
