§ 20.08.230. Preparation of ground surface.

  • The natural ground surface shall be prepared by removing the vegetation and, if required by the director, shall be notched by a series of terraces prior to the placement of any fill. No fill shall be placed over any water, including wetlands and streams, refuse dump, nor upon a soft, soggy or springy foundation; provided, that this requirement may be waived by the director if the permittee submits an engineer's report substantiating the permanence and safety of the fill.
